Secondary Glazing in the USA?

We live in a condo in Alexandria, VA and the windows are the property of the building so we can't change them ourselves. However, they are old and extremely drafty. As a temporary measure, I put up the plastic film but I need a more permanent solution as we are planning to rent the property out.

Does anyone know of a good secondary window solution and where to buy it?

I forgot to mention, we're on the 6th floor so an internal solution is what we are after.

Go to Lowe's or Home Depot and see what they have to offer. We got a sticky foam that goes all around the windows and it works well.
