Can an residential electrical system work without the use of a ground wire?
Does the ground wire need a an ending place, besides just hanging loose or bonded to something? does it need to be clamped/grounded to another unit?
It will 'work' without the ground wire.
It will not be as safe as it should be to use.
That ground wire from your main service panel should be attached to a driven ground rod or the 'street side' of a buried metallic water service pipe.
(A Well casing if there is one.)
That service is not legal as it stands if there is no ground connection.
People have been stealing copper lately.
Look for a rod sticking up out of the ground near your service entrance.
There should be a clamp, but that might have been stolen as well.
Piece out a connection with Bare #6 copper wire, clamp it to the rod, and cover it with earth so they don'r steal it again.
